Located in Travis County Texas, Integral Care is the Local Mental Health and Intellectual and Developmental Disability Authority. Since 1967 the organization has been supporting the health and well-being of adults and children living with mental illness, substance use disorder, and developmental disabilities. A search is being conducted to identify and recruit candidates to fill the role of Chief Financial Officer.


This is an exciting and transformative leadership opportunity. The CFO chosen to join the Integral Care team will be a part of a large, complex behavioral healthcare organization with roots in community mental health and IDD services. Integral Care recently hired a new CEO who is poised to lead the organization into the future of emerging managed care, competition and collaboration; expanding demand for behavioral healthcare services amidst diminishing resources; service and system integration with physical healthcare; a focus on outcomes, social drivers and prevention; and, higher than ever expectations for quality, compliance and public accountability. The new CFO must work collaboratively with the CEO and Executive leadership team as it faces these challenges while adhering to Integral Care’s commitment to recovery and resiliency-oriented systems of care that afford individuals hope, the right to self-determination and choice.


ABOUT THE ROLE


As Chief Financial Officer (CFO), you will be the highest financial officer of Integral Care and will be responsible for the organization’s financial performance. As a key strategic partner, the CFO will oversee financial operations and provide guidance and support for Integral Care’s development as the premier public behavioral health organization serving Travis County.

 

Key responsibilities will include collaborating with the CEO to develop and implement Integral Care’s strategic vision; stimulating the development of state-of-the-art financial strategies that position Integral Care as a local, regional, statewide and national leader for achieving community impact; guiding, coaching and empowering the financial team; with the CEO and leadership team, setting and achieving financial goals that assure a stable future; and, fostering a culture of excellence, service and accountability - both personally and for the organization. As the highly visible primary financial spokesperson for Integral Care, you will communicate financial plans and policies to broad audiences and develop and nurture productive relationships and resources deemed essential for the attainment of Integral Care’s s goals and objectives. You will be an engaged and productive member of the community.

CANDIDATE PROFILE


To be successful leading Integral Care’s finance team, the “Ideal" candidate should:

 

  • Be a strategic thinker who is able to see the big picture while ensuring that none of the critical details needed to ensure financial success for the organization are missed.

  • Have a philosophy of shared leadership and collaboration and have a demonstrated commitment to, and experience, promoting an environment of inclusion, equity, and diversity.

  • Be an experienced leader who is driven by both personal and organizational values reflecting a passion for meeting the needs of clients served by community mental health and developmental/intellectual disabilities, as well as the needs of their communities. For Boards and employees, it all begins with demonstrating servant leadership skills to meet the needs of a dramatically underserved and disadvantaged population.

  • Demonstrate the highest level of integrity and have a history of building trusting relationships – internally with the CEO, Board, and staff, externally with communities, strategic partners, and funders.

  • Provide personal leadership within the organization including the development of leaders/managers within the finance department.

  • Demonstrate knowledge of complex financial management systems, budgeting, resource and philanthropic development, and corporate compliance in non-profit healthcare systems.

  • Ability to present complex financial and operational concepts to the community, the Board of Trustees, and standing sub-committees of the Board.

  • Have a history of being a results-driven leader who has experience building and nurturing collaborative relationships with both internal and external stakeholders.

  • Have demonstrated success leading in large, complex behavioral health and human service systems that have regional reach and impact.

  • Be a consensus builder who also knows how to lay down a decree when necessary and appropriate.

  • Have demonstrated business acumen in today’s evolving healthcare environment while achieving financial excellence in an organization with strong roots in its community.

  • Have the ability to represent the CEO in Federal, State, and local interactions.

  • Knowledge and experience in developing and maintaining an organization that is compliant with all federal and state laws and regulations relating to the provision of behavioral healthcare services.

  • Comprehensive knowledge and experience with federal, state, and local funding processes. .

  • Have extensive knowledge and background in community mental health, behavioral health, substance use disorder, intellectual/developmental disabilities and allied human services coupled with progressive leadership and proven executive experience.

  • Master’s Degree in Business Administration, Healthcare Administration, or equivalent management degree required.

  • At least seven years’ experience in senior management/administrator role in a complex healthcare system.

  • Must currently be credentialed as a Certified Public Accountant (CPA)

  • Certified Healthcare Compliance (CHC) preferred.

Integral Care is a local public agency charged with the planning and delivery of behavioral health and intellectual / developmental disabilities services in Travis County, Texas. Created as the Austin-Travis County Mental Health Mental Retardation Center in 1967, Integral Care completed a name change and initiated a new branding strategy in 2015. Home-based in Austin, Texas, Integral Care serves all of Travis County, Texas. Integral Care serves almost 27,600 adults and
children through its primary service corporation. Enterprise-wide revenues for FY24 will total about $131.5M.

 

Known for its leadership in central Texas’ community mental health system since its founding, Integral Care is committed to developing innovative solutions in response to rapidly changing individual and community needs. In its work, Integral Care’s greatest asset is its engaged and dedicated professional workforce of about 900 full and part-time clinical and administrative staff.


Balancing the challenges of serving a large urban population while attending to the unique needs of its growing rural communities across the County has required Integral Care to adapt and change, using emerging and clinical best practices, community collaborations, technology, and management expertise to their maximum advantage.


Integral Care is governed by a voluntary citizen Board of Trustees with members appointed by the City of Austin, Travis County and Central Health, the Travis County healthcare district. The Board represents diverse personal and professional interests from across the county. The Board is focused on selecting a new Chief Executive Officer to secure Integral Care’s future and lead it to new heights as a premier behavioral health and IDD services provider.
